* Multilateral Development Bank Legal and Policy Framework: Knowledge of the MDBs` legal framework, policies and procedures is desirable but not mandatory. – Conduct due legal diligence for projects to ensure compliance with the statutes and operational guidelines of the International Bank for Reconstruction and Development and the International Development Organization, as well as the overall adequacy of institutional and other arrangements of projects with the legal framework of the country concerned; • Identifies and addresses legal sources of risk in the Bank`s institutional and operational policies, including the coordination of policy reforms to mitigate risks. • Excellent legal research, writing, writing, analysis and communication skills. World Bank Group staff work with governments, civil society groups, the private sector, and other actors in developing countries around the world, supporting people in all areas of development, from policy and strategic advice to identifying, preparing, evaluating, and monitoring development projects. – Preparation of legal memorandums on relevant legal issues, including issues related to local law (at the national and subnational levels) and international law; – draft and/or review sub-contracts and other loan and sub-grant agreements, as well as legal opinions and recommend appropriate amendments; – Advise client administrative support employees and/or paralegals on the handling of project documentation; • Knowledge of the use of various legal research sources (including electronic sources on the Internet) and other databases. – Perform other ancillary or ad hoc duties as assigned by Legal Advisors and/or Chief Counsel. At least five years of relevant experience in addition to a JD, LLB, LLM or equivalent and admission to the bar (or equivalent) in at least one jurisdiction. Very good written and spoken English is required. Knowledge of Spanish/French/Portuguese is desirable.

The Tribunal is composed of seven members who are experts in the fields of industrial relations, the international civil service and the administration of international organizations. The work of the Court is assisted by a secretariat headed by the Executive Secretary, who reports exclusively to the Court. The Secretariat serves as the administrative organ of the Court and is responsible for organizing and administering the work relating to the Court`s review of staff cases against the Bank in order to ensure fairness in the conduct of such cases by the Court. For more information, please visit www.worldbank.orgVPU Background: The Legal Vice Presidency (LEGVP), headed by the Group`s Senior Vice President and Legal Counsel, is responsible for providing legal support to the World Bank`s internal and external operational, advisory, and institutional clients. The LEGVP provides legal services required by the World Bank and plays an active role in all World Bank activities. In addition, the LEGVP ensures that all World Bank activities comply with the Bank`s Bylaws and operational policies and procedures. Organizationally, the LEGVP includes geographically established regional operational practice groups that deal with the legal and policy aspects of World Bank lending operations, policy and advisory practice groups, which advise on operational policy, environmental and international law, development finance, and business practice groups, who advise the World Bank on financial, administrative and institutional corporate matters. Note: If the successful candidate is a current Bank Group employee in a regular or permanent position, he/she will retain his/her regular or permanent appointment.

The level and quality of these competencies will be a decisive factor in the selection for the position, and references will be taken into account in this determination. The Senior Legal Counsel is expected to have good client relationships and the incumbent must be demonstrably able to resolve cross-border disputes, find common ground, and understand the needs and concerns not only of the World Bank as an institution, but also of the various entities within the Bank and third parties. The Senior Legal Counsel acts as lead legal counsel to one or more internal clients assigned to the World Bank. The Senior Advisor should assume at least some of the following responsibilities:• Preparation and review of briefs and submissions to the Bank`s Administrative Court.• Drafting and negotiation of founding agreements, host country agreements between World Bank Group entities and government partners.• Management of domestic disputes and commercial arbitration.• Identify and address sources of legal risk in the Corporate Policy and Bank Operational, • If required, independently and professionally manages a variety of other projects related to transactions, policy issues and various matters brought to the attention of the Unit, as requested by the Supervising Deputy General Counsel.
